Sandy Roberts has spent her career at the intersection of Indigenous communities and major infrastructure finance - first as Director of Strategic Project Finance at the Ontario Financing Authority, and now through her own advisory practice, Claviger.

She led the development and administration of Ontario’s Aboriginal Loan Guarantee Program, which has issued loan guarantees across a portfolio of projects forecast to deliver $2 billion in dividends to Indigenous communities.

She was also a key architect of the Indigenous financing for the Wataynikaneyap Power transmission project, a $1.6 billion initiative developed in partnership with 22 First Nations.

Under Sandy’s leadership, the Ontario program has since become a national model, with Alberta, Saskatchewan, British Columbia, Manitoba, and the federal government all developing similar frameworks in its wake.
